Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of contrasting events captured the grim essence of the current period. By day, diplomatic battles are waged: hopeful statements are delivered from various governments. Considerable effort is devoted on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, presumably provided by Western nations. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly becomes sober acceptance: possibly the incoming missile won't cause damage this time, preventing destruction from devastation and another blackout.
Ongoing Risks
Following this, a large-caliber weapon opened up on a drone somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its objective.
With pauses, this persisted until dawn. Kyiv greeted the early updates: seven people killed, damage and utility failures in numerous residences as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on external assistance – a reliance that regional partners are demonstrably unable to fill in the short term.
Failed Diplomacy
The 28-point plan from US administration sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new approach from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This pattern will, no doubt, persist.
Tactical Assessments
It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is impossible to pressure the Kremlin to abandon the land that it already controls in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, US leadership does nothing to deter Moscow, through statements or actions, from believing that the situation will not evolve additionally in its favour in the coming year.
Divergent Views
Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but avoiding a total frontline collapse until circumstances change in its favour.
Existing Situation
Factually, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a only one week to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
